The Carroll Cable Regulatory Commission (CCRC) is responsible or administering the cable television franchise agreement, the provision of public, educational and governmental access services and the institutional network.


A Message from Ken Decker - CCRC Chairman

The Cable Commission represents the nine local governments in Carroll County. Our primary job is to enforce the Franchise Agreement with Comcast. Our one staff person, Carol Shawver, also works directly with customers to help resolve issues.

Because of federal laws and FCC regulations, our powers are limited. We have no authority over Comcast’s Internet or telephone services. We cannot dictate the rates they charge or the channels they offer. We cannot force Verizon to offer FIOS in Carroll County nor can we kick Comcast out.

Our focus is enforcing the contract with Comcast and helping individual customers. We also support important technology projects like the Carroll County Public Network. As a Commission, we believe broadband access is vital for our residents and local businesses. We also believe our best chance of achieving better service and lower prices is moving beyond the Comcast monopoly into a truly competitive market environment.

The Commission is comprised entirely of volunteers. Our members include private citizens, public employees and local elected officials. We are also Comcast customers who have dealt with many of the same problems you might have. While we cannot always fix every problem, the Commission works hard on your behalf.
